EIPs use market-based strategies to encourage people to reduce emissions of air pollutants in the most efficient manner. This guidance provides the information you need to know to develop a discretionary EIP, submit it to the EPA, and receive approval from the EPA. This guidance pertains to discretionary EIPs that are or will be measures in State implementation plans (SIPs) and Tribal implementation plans (TIPs).

The knowledge of how to ventilate buildings, and how much ventilation is necessary for human health and comfort, has evolved over centuries of trial and error. Humans and animals have developed successful solutions to the problems of regulating temperature and removing air pollutants through the use of ventilation. These solutions include ingenious construction methods, such as engineered passive ventilation (termite mounds and passive stacks), mechanical means (wing-powered, fans), and an evolving effort to identify problems and develop solutions. Ventilation can do more than help prevent building occupants from getting sick$ it can provide an improved indoor environment. Codes and standards provide minimum legal requirements for ventilation, but the need for ventilation goes beyond code minima. In this paper we will look at indoor air pollutant sources over time, the evolution of ventilation strategies, current residential ventilation codes and standards (e.g., recently approved ASHRAE Standard 62.2), and briefly discuss ways in which we can go beyond the standards to optimize residential ventilation, reduce indoor air quality problems, and provide corresponding social and economic benefit.

The U.S. Environmental Protection Agency (EPA) is proposing to revise the transportation conformity rule to include criteria and procedures for conducting conformity determinations for the new 8-hour ozone and fine particulate matter (PM2.5) national ambient air quality standards (NAAQS). Transportation conformity is a Clean Air Act requirement that ensures that federally supported highway and transit project activities are consistent with (conform to) the purpose of a state air quality implementation plan (SIP). EPA is conducting this rulemaking to revise the conformity regulation in the context of EPAs broader strategies for implementing the new ozone and PM2.5 NAAQS. EPA plans to issue a final rule for this proposal by 8-hour ozone area designations in April 2004.

The Clean Air Act requires EPA to revise the air quality standards based onreview of the latest scientific information on known and potential human effects associated with PM (particle) levels typically found in ambient air. In this regard, EPA recently reviewed the air quality criteria and National Air Quality Standards (NAAQS) for PM and its serious health effects. Based on the review, EPA revised and promulgated two new standards for particles with aerodynamic diameter less than or equal to 2.5 micrometer (PM 2.5) and the regulatory requirements for monitoring the chemical composition and concentrations of these PM 2.5 such as selected ions, metals, carbon species, and organic compounds. In meeting the requirements to monitor and gather data on the chemical makeup of these PM, EPA is establishing a chemical speciation network consisting of 300 monitoring sites. These will be placed at various National Air Monitoring Stations (NAMS) and State and Local Monitoring Stations (SLAMS) across the nation. Also, 20 monitoring sites will be placed at existing Photochemical Assessment Monitoring Site (PAM). This Quality Assurance Guidance Project Plan (QAPP) focuses on required measures for ensuring that data of adequate quality are provided by the 54 team network sites.
